23. Adopt an ordinance to amend, reenact, and recodify Chapter 40 (Transient Occupancy Tax) of the Code of Arlington County, Virginia relating to the transient occupancy tax levy rate.



C.M. Recommendation:   Adopt the amendment (attached to the staff report) to Chapter 40 (Transient Occupancy Tax) of the Code of Arlington County to conform with current State legislation regarding the expiration of the additional transient occupancy tax levy for the purpose of promotion of tourism and business travel in Arlington County.

24. Award of contract to Avon Corporation for the construction of James Hunter Park.



C.M. Recommendation:    Approve the award of contract Number 670-12 in the amount of $1,463,914.18 to Avon Corporation and approve an allocation of $219,587.11 as a contingency for change orders, for a total contract authorization of $1,683,501.20.  In addition, authorize the Purchasing Agent to execute the contract documents and all other documents to implement the above actions, subject to review of such documents by the County Attorney.

25. Award of contract to Chesapeake Electrical Systems, Inc. for construction of the Phase Two Fiber Optic Network Project.



C.M. Recommendation:    Approve award of contract Number 676-12 to Chesapeake Electrical Systems, Inc. in the amount of $7,441,393.10.  Approve an additional allocation of $558,974.02 for contingencies, engineering and inspection, for a total contract amount authorization of $8,000,367.12.  In addition, authorize the Purchasing Agent to execute the contract documents, subject to approval by the County Attorney.

26. Award of contract to Sagres Construction Corporation for the construction of various underground utilities and street improvements along Columbia Pike from S. Wakefield Street to South Four Mile Run Drive, Invitation to Bid Number 681-12.



C.M. Recommendation:   Approve the award of Contract No. 681-12 to Sagres Construction Corporation for the construction of various underground utilities and street improvements along Columbia Pike, in the amount of $4,989,097.00, and authorize an allocation of $500,000.00 as a contingency for change orders and increased quantities, and $250,000.00 for stipulated price items, for a total contract authorization of $5,739,097.00.  In addition, authorize the Purchasing Agent to execute the contract documents, subject to review by the County Attorney.

27. Approve the award of a contract to Fort Myer Corporation for the construction of Clarendon Metro Plaza Surface Improvements, Invitation to Bid Number 657-12.

Recommendation:    Approve the award of Invitation to Bid 657-12 to Fort Myer Construction Corporation for the installation of new pavement resurfacing and landscape improvements at the Clarendon Metro Plaza in the amount of $665,000.89, and authorize an allocation of $99,750.00 as a contingency for change orders and increased quantities, for a total contract authorization of $764,750.89.  In addition, authorize the Purchasing Agent to execute the contract documents, subject to review by the County Attorney

Recommendation:    Authorize the advertisement of a public hearing to be held on June 16, 2012, to consider a proposed ordinance, as shown on Attachment A, to amend, reenact, and recodify Section 27-18, of the Code of Arlington County, Virginia, to permit the clerks of the Circuit and District courts of Arlington County to collect a courthouse maintenance fee of two dollars ($2.00), as part of the fees assessed as costs in each civil action filed.

SP #72 Site Plan Amendment to construct an approximately 139,100 square foot building with up to 163 units (approximately 136,868 square feet residential) and up to 2,203 square feet of commercial, including retail, office, education and personal services, and a comprehensive sign plan and modifications of zoning ordinance requirements for the parking ratio, tandem parking spaces, sign area and placement, landscaped open space, bonus density for LEED Silver certification and relationship to adjacent existing or permitted uses and buildings, exclusion of at-grade bicycle parking and service areas and below-grade fitness facility and other modifications necessary to achieve the proposed development plan; located at 650 N. Glebe Road  (RPC# 20-12-359).



P.C. Recommendation:    Adopt the ordinance to approve the site plan amendment to construct an approximately 139,100 sq. ft. building with up to 163 residential units and up to 2,300 sq. ft. of commercial, including retail, office, education and personal services, and a comprehensive sign plan, with following recommendations: (1). Staff should explore with owners of The Carlin the creation of a new exit onto the North Tazewell Street through-block connector and close the current curb cut for the existing exit. (2). In the event parking spaces meeting the retail parking requirement are unavailable at the time of operation of the retail, the applicant should provide parking within two (2) blocks of the project site. (3.) The developer should provide five (5) additional Red Maple street trees, a minimum of 3-½ inches caliper in size, to be planted off site as street trees along Glebe Road in the vicinity of the project, in locations to be approved by County staff.

County Board meetings, usually conducted once a month on Saturday mornings with a corresponding recessed meeting on Tuesday evenings within a week or two of the initial regular meeting, are open to the public. Both Sign Language and Spanish Language interpreters are present for the first two hours of every regular Saturday Board meeting, from 8:30 a.m. to 10:30 a.m. Persons needing interpretation services are encouraged to call the Clerk at least 3 days before the meeting at 703-228-3130 (TTY 703-228-4611), but can also see the Clerk the morning of the meeting. Interpretation services are also available for recessed meetings if requested at least one day in advance by calling the above number.
 
All AVN 74 County cable programs are streamed live on the web at the Channel 74 web page www.arlingtonva.us/chan74. Internet viewers will have the option of seeing the webcast via a broadband or dial-up modem. A Windows Media player is necessary and a free player is available at the site. County Board meetings can be seen here and will continue to be streamed live from the County Board's web site at www.arlingtonva.us/cbo. Indexed video, allowing viewers to select only the items they are interested in viewing, is also available at the County Board web page at www.arlingtonva.us/cbo. INSTRUCTIONS FOR SPEAKING ON AGENDA ITEMS
 
 
The following are in accordance with the Meeting Procedures adopted by the County Board:
 
Public Comment Period: Held at Saturday Regular Meetings at 8:30 a.m. The purpose of this category is to alert the Board of items not on that day’s agenda, already decided, or scheduled for future hearings. Submit a speaker slip to the Clerk; you have up to 2 minutes to speak; only one speaker per topic will be heard.
 
Consent Agenda: Items removed on Saturday, no earlier than 9 a.m., will be heard at 6:30 p.m. on Tuesday. This will automatically remove the item from the Consent Agenda and carry it over to the following Tuesday Recessed Meeting for public testimony (no speakers will be heard on Saturday). Submit a speaker slip on Saturday, identifying all the Consent Agenda item number(s) you wish to address on one slip; at the Tuesday meeting, individuals and organizations have up to 3 minutes to speak on all matters. (Example: if you sign-up to speak on two items, you are called one time to speak a maximum of three minutes on both items.); speakers are heard in a group before the Board begins discussing the removed Consent Agenda items; additional speakers may sign-up to testify on the previously removed items at the Tuesday recessed meeting by submitting a speaker slip by 6:30 p.m.
 
Regular Hearing: Items heard no earlier than 9 a.m. on Saturday, and no earlier than 6:45 p.m. on Tuesday. Carefully check the agenda. Matters may be scheduled for hearing at the Saturday regular meeting or the prescheduled Tuesday recessed meeting. Submit a speaker slip to the Clerk before the first speaker on your item is called; no slips will be accepted after that time; individuals may speak for a maximum of 2 or 3 minutes per agenda item; representatives of civic organizations may speak for a maximum of 2, 3, or 5 minutes. (The 5 minute slot is reserved for civic organizations.); 2 minute speakers are called first; 3 minute speakers second; and, finally, 5 minute speakers. In each category, speakers will be called in the order in which slips are received.
 
Speaker slips may be downloaded in advance of the meeting. Visit the County Board homepage at www.arlingtonva.us and under “Local Government” under Topics, click “County Board Meetings”. You can complete the web form online but you must hand it to the Clerk in the Board Room the day of the hearing. No slips are accepted in advance of the meeting.
 
Written materials should be handed directly to the Clerk. Oral testimony should not duplicate written statements. When submitting materials, please provide 8 copies for the Board, staff, and the public record.
