10. Award of a contract to Arthur Construction Co., Inc. for the construction of the South Glebe Road Water Main Project between Long Branch and South Arlington Ridge Road, Invitation to Bid No. 657-13.

Recommendation:   Approve the award of Contract No. 657-13 to Arthur Construction Co., Inc. for the construction of the South Glebe Road Water Main Project between Long Branch and South Arlington Ridge Road, in an amount of $844,431.25, and authorize an allocation of $168,886.00 (20 percent) as a contingency for change orders, increased quantities, and stipulated price items, for a total authorization of $1,013,317. In addition, authorize the Purchasing Agent to execute the contract documents, subject to review by the County Attorney.

11. Award of a contract to DHC Corporation for the installation of a 12-inch diameter water main in and along south Quincy Street, 18th Street South, South Pollard Street, and 19th Street South, ITB 570-14.



C.M. Recommendation:   Approve the award of Contract No. 570-14 to DHC Corporation for the installation of a 12-inch diameter water main, in the amount of $1,214,650.00, and authorize an allocation of $182,000.00 as a contingency for change orders and increased quantities and stipulated price items, for a total project authorization of $1,396,650.00. In addition, authorize the Purchasing Agent to execute the contract documents, subject to review by the County Attorney.

12. Increase construction job order contract allocation for completing additional masonry/brick repairs on the exterior facade of the Fairlington Community Center.



C.M. Recommendation:   Approve An Increase Of $41,000 For Job Order Contract Allocation Between The Matthews Group, Inc. (TMG) And The Arlington County Board To Include Additional Brick/Masonry Repairs As An Extension To The Original Scope Of Work, With A Contingency Of $20,000 For A Total Increased Authorization Of $61,000, And Increasing The Total Job Order Allocation To $241,414.  In Addition, Authorize The Purchasing Agent To Execute The Contract Change.

Recommendation:   Approve the award of contract in the amount of $609,493.00 to Shaw Sports Turf and approve an allocation of $91,424.00 as a contingency for change orders, for a total contract authorization of $700,917.00.  Note: The contingency amount exceeds 10% in case the sub base underneath the field needs replacing. In addition, authorize the Purchasing Agent to execute the contract documents, subject to legal review by the County Attorney.

14. Increase of the contract amount for Contract No. 690-13 between Corinthian Contractors, Inc. and the County Board of Arlington County for construction costs related to Phase III of the Potomac Interceptor Junction Structure Improvements Project.

Recommendation:   Approve an increase of $152,408.22 to the approved contract amount of $274,780.00 for a new total contract authorization of $427,188.22 for Contract No. 690-13 to pay for unanticipated construction work resulting from unforeseen underground conditions encountered during the construction of the subject project. In addition, authorize the Purchasing Agent to execute the necessary contract documents, subject to legal review by the County Attorney.

15. Acceptance of a Fiscal Year 2013 Office of Community Oriented Policing (COPS), Hiring Program Grant.



C.M. Recommendation:   Authorize the County Manager to sign the award documents between the Department of Justice, Office of Community Oriented Policing Services (COPS) and Arlington County, which sets forth the terms and conditions for the use of this federal award. Authorize the County Manager to accept $625,000 in federal funds over the three year grant period under the 2013 COPS Hiring Program. In addition, authorize the County Manager to submit a grant modification request to the Office of Community Oriented Policing Services (COPS) to reduce the 2013 COPS Hiring Program award to $375,000.

16. Acceptance and appropriation of a National Association of County and City Health Officials Grant for the Medical Reserve Corps.



C.M. Recommendation:   Authorize the County Manager or her designee to accept $3,500 in National Association of County and City Health Officials Grant funds for the Arlington County Medical Reserve Corps in accordance with the terms of the award letter (attached to the staff report). In addition, appropriate $3,500 in National Association of County and City Health Officials Grant funds (101.350900) to the Department of Human Services (101.55720) in Fiscal Year 2014 for Arlington County Medical Reserve Corps activities.

Adopt the resolution (attached to the staff report as Attachment 3) authorizing the County Manager to execute and file an application to the Virginia DRPT totaling $1,065,000 from the Transportation Management Project (TMP) Assistance Grant Program. The Arlington County Board generally meets once a month on Saturdays with a corresponding recessed meeting on Tuesday within a week of the initial regular meeting. The Board typically does not meet during the month of August. The meetings are open to the public. INSTRUCTIONS FOR SPEAKING ON AGENDA ITEMS
 
 
The following instructions are in accordance with the Meeting Procedures adopted by the County Board:
 
Public Comment Period: Held at Saturday Regular Meetings at 8:30 a.m.This is an opportunity for residents to alert the Board of topics not on that days agenda, already decided, or scheduled for future hearings. All persons wanting to speak must submit a speaker slip to the Clerk prior to speaking. Each speaker has up to two minutes to speak. The Board will hear only one speaker per topic.
 
Consent Agenda Items. To speak on a consent agenda item, a citizen must submit a speaker slip at the Saturday regular meeting prior to the consent item being called, identifying all the Consent Agenda item number(s) he or she wants to address on one slip. Submission of a speaker slip will result in the item (s) being removed from the Consent Agenda on Saturday to be heard by the Board at 6:30 p.m. at the following Tuesday Recessed Meeting for public testimony (no speakers will be heard on Saturday). Individuals and organizations have up to three minutes to speak on all matters at the Tuesday meeting, (Example: persons who sign-up to speak on two items, will be called one time to speak a maximum of three minutes on both items.). The Board will hear speakers in a group before discussing the removed Consent Agenda items. Additional speakers may sign-up to testify on the previously removed items at the Tuesday recessed meeting by submitting a speaker slip by 6:30 p.m.
 
Regular Hearing: Items (Heard no earlier than 9 a.m. on Saturday, and no earlier than 6:45 p.m. on Tuesday).Speakers intending to address Regular Agenda items first must check if the item is on the agenda for the Saturday or the Tuesday recessed meeting, then submit a speaker slip to the Clerk before the first speaker on the item is called; no slips will be accepted after that time. Individuals may speak for a maximum of two-to-three minutes per agenda item; civic or community organizations representatives may speak for a maximum of two, three, or five minutes. The Clerk will call the two minute speakers first; followed by the three minute speakers second; and, finally, the five minute speakers in the order in which their slips are received in each category.

Individuals may download speaker slips in advance of the meeting by visiting the County Board website, and completing the form online. However, speakers must hand the completed slip to the Clerk in the Board Room the day of the hearing. The Clerk will not accept speaker slips in advance of the meeting.

The Board will accept written materials, not repeating oral testimony. Residents must provide eight copies of the information for County Board members, staff and the public record, and give it directly to the Clerk.
