A. U-3448-16-1 Use Permit for the development of 401 multi-family dwelling units with modifications for building footprint size; location of Required Building Lines for new streets; and setback, yard, parking, lot width, area, and coverage requirements associated with the existing buildings for property located at 1850 Columbia Pike, 1201 and 1301 S. Scott St., and [proposed] S. Rhodes St. (Wellington Apartments) (RPC# 32-001-046, -047, -048, -049, -002, and -003).
P.C. Recommendation: Approve the subject use permit, in accordance with the Columbia Pike Neighborhoods Form Based Code (Article 11.2 of the Zoning Ordinance, Appendix B), to build 401 multi-family dwelling units with modifications for building footprint size; location of Required Building Lines for new streets; and setback, yard, parking, lot width, area, and coverage requirements associated with the existing buildings, subject to the conditions of the draft staff report dated June 28, 2016.
C.M. Recommendation: Approve the subject use permit, in accordance with the Columbia Pike Neighborhoods Form Based Code (Article 11.2 of the Zoning Ordinance, Appendix B), to build 401 multi-family dwelling units with modifications for building footprint size; location of Required Building Lines for new streets; and setback, yard, parking, lot width, area, and coverage requirements associated with the existing buildings, subject to the conditions of the staff report.
B. Ordinance to vacate: 1) a (10) ten foot storm sewer easement running northeast to southwest on Parcel B-3, Scott Terrace, RPC #32-001-049; 2) a portion of a five- foot sanitary sewer easement running east to west across the northern portion and continuing north to south along the western boundary of Parcel B-3, Scott Terrace, RPC #32-001-049; 3) a twenty(20) foot storm and sanitary sewer easement running east to west through the southern portion of Parcel B-3, Scott Terrace; 4) a portion of a ten (10) foot storm sewer easement running east to west within the northern portion of Parcel B-1, Scott Terrace, RPC #32-001-048; 5) a portion of a(5) five-foot sanitary sewer easement running east to west on the southern portion of Parcel A-1, Scott Terrace, RPC #32-001-046; and 6) a portion of a (5) five- foot sanitary sewer easement running east to west within the northern portion of Parcel A-1, Scott, Terrace, RPC #32-001-046, with conditions.
C.M. Recommendation: Enact the ordinance (attached to the staff report) to vacate: 1) a ten foot storm sewer easement running northeast to southwest on Parcel B-3, Scott Terrace, RPC #32-001-049; 2) a portion of a five foot sanitary sewer easement running east to west across the northern portion and continuing north to south along the western boundary of Parcel B-3, Scott Terrace, RPC #32-001-049; 3) a twenty foot storm and sanitary sewer easement running east to west through the southern portion of Parcel B-3, Scott Terrace; 4) a portion of a ten foot storm sewer easement running east to west within the northern portion of Parcel B-1, Scott Terrace, RPC #32-001-048; 5) a portion of a five foot sanitary sewer easement running east to west on the southern portion of Parcel A-1, Scott Terrace, RPC #32-001-046; and 6) a portion of a five foot sanitary sewer easement running east to west within the northern portion of Parcel A-1, Scott Terrace, RPC #32-001-046, with conditions ("Ordinance"). In addition, authorize the Real Estate Bureau Chief, Department of Environmental Services, or his designee, to execute and/or accept, on behalf of the County Board, the deed(s) of vacation, and all other documents necessary to effectuate the ordinance, subject to approval as to form by the County Attorney
62. Teardrop Parcel
A. SP2-U-16-1 Use Permit for temporary contractor construction storage, staging, and parking located at the County owned "Teardrop Parcel" property to facilitate the construction of the approved 400 Army Navy Drive site plan project (SP #2); (RPC# 35-003-437).
C.M. Recommendation: Approve the use permit associated with the site plan, subject to the proposed conditions of the staff report and with a three (3) year County Board review (July 2019).
B. License agreement between Arlington County Board and Arlington Apartments L/CAL LLC for use of a portion of County Parcel, Parcel F, Pentagon Industrial Center, RPC #35-003-437, for construction office/staging purposes related to construction of SP #2.
C.M. Recommendation: Approve the license agreement (attached to the staff report) between Arlington County Board and Arlington Apartments L/CAL LLC for use of a portion of a County Parcel (RPC# 35-003-437) for Construction Office/Staging Purposes Related to Construction of SP #2 ("License Agreement"). In addition, authorize the Real Estate Bureau Chief, Department of Environmental Services, or his designee, to execute on behalf of the County Board, the License Agreement and all related documents, subject to approval as to form by the County Attorney.
