48. Allocation of $6,000,000 million in Fiscal Year 2018 Affordable Housing Investment Fund (AHIF) loan funds for use by Standard Property Company, Inc. and the National Foundation for Affordable Housing Solutions (jointly, the Project Sponsor) to assist in the acquisition of the 294-unit Park Shirlington Apartments.
C.M. Recommendation: (1) Allocate $6,000,000 of Affordable Housing Investment Fund (AHIF) funds (101.495130.91102) to Standard Foundation Park Shirlington LLC, an entity affiliated with Standard Property Company, Inc. and the National Foundation for Affordable Housing Solutions (101.456300.91102), to help finance the acquisition of Park Shirlington Apartments. (2) Approve the terms of the AHIF loan documents (attached to the staff report) for the $6,000,000 AHIF loan to Standard Foundation Park Shirlington LLC, an entity affiliated with Standard Property Company, Inc. and the National Foundation for Affordable Housing Solutions, and Authorize and Direct the County Manager to execute, on behalf of the County Board, the AHIF loan documents (attached to the staff report), subject to approval as to form by the County Attorney. (3) Authorize and Direct the trustees for the County Board to execute the Deed of Trust, Assignment of Rents and Leases and Security Agreement (attached to the staff report), and all related documents, securing the County's $6,000,000 AHIF loan to Standard Foundation Park Shirlington LLC, subject to approval as to form by the County Attorney. In addition, (4) Authorize and direct the County Manager, with the concurrence of the County Attorney, to act as the County Board's representative in approving revisions to the AHIF loan documents for the $6,000,000 AHIF loan to Standard Foundation Park Shirlington LLC that are necessary to remove any ambiguity or inconsistency or which improve the County Board's financial security or financial position, and which revisions do not adversely affect the County financially, prior to or after execution of the documents.
49. ZOA-2017-05. Amendments to Sections 12, 14, and 18 of the Arlington County Zoning Ordinance to revise the accessory dwelling regulations in order to increase opportunities for residents to add accessory dwellings, while maintaining residential neighborhood character.
C.M. Recommendation: Adopt the ordinance (attached to the staff report) to amend, reenact and recodify the Arlington County Zoning Ordinance to revise the accessory dwelling regulations, as shown in Attachment A (of the staff report) with Options 1, 8, 10, 14, 17, 19 and 23, in order to increase opportunities for residents to add accessory dwellings, with an effective date of January 1, 2018.
PC Recommendation: The Planning Commission recommends the County Board adopt the ordinance (attached to the staff report) to amend, reenact and recodify the Arlington County Zoning Ordinance to revise the accessory dwelling regulations, as shown in Attachment A with Options 1, 8, 10, 14, 17, 19 and 23, in order to increase opportunities for residents to add accessory dwellings, with an effective date of January 1, 2018. With the following amendments: (1) Adopt Option 24 in lieu of option 23 with a cap of 200 units per year. (2) Direct staff to track the number of trees size three inches or larger potentially negatively impacted on properties abutting the property on which an accessory unit is built. (3) In regard to 12.9.2(A)(2) Accessory dwellings, the emphasis of the various options should be to the greatest extent to be able to utilize nonconforming existing accessory buildings for the use of accessory dwellings. (4) Detached accessory dwellings be up to 1000 square feet.
A. Adoption of the Housing Conservation District Policy Framework [see Attachment A of the staff report];
B. Amendments to the General Land Use Plan [see Attachment B of the staff report];
C. Amendments to the Affordable Housing Master Plan [see Attachment C of the staff report]; and
D. Amendments to Articles 6, 12, and 16 of the Arlington County Zoning Ordinance [see Attachment D of the staff report].
C.M. Recommendation: Adopt the resolution (attached to the staff report) to authorize advertisement of public hearings by the Planning Commission on December 4, 2017, and the County Board on December 16, 2017, to consider establishing a Housing Conservation District, consistent with adopted affordable housing goals and objectives, through: (A) Adoption of the Housing Conservation District Policy Framework [see Attachment A of the staff report];(B) Amendments to the General Land Use Plan [see Attachment B of the staff report]; (C) Amendments to the Affordable Housing Master Plan [see Attachment C of the staff report]; and (D) Amendments to Articles 6, 12, and 16 of the Arlington County Zoning Ordinance [see Attachment D of the staff report].
