4. SP #331 Site Plan Amendment to extend the period of validity of an approved site plan; amend the site plan conditions to amend the ratio of required residential parking spaces to one space per dwelling unit; amend the permitted circumstances whereby the developer is not responsible for portions of Metro station entrance construction and may make the contribution in cash to the County; and amend other conditions as may be necessary to bring the approved site plan into conformance with current standards for the Spire at Fairmont; located at 4420 Fairfax Drive (RPC# 14-051-019).

C.M. C.M. Recommendation: Enact the ordinance (attached to the staff report) to vacate a portion of an easement for public street and utilities purposes for Crystal Drive on the southeast side of Parcel 2, Crystal Square, RPC #34-020-248, with conditions. In addition, authorize the Real Estate Bureau Chief, Department of Environmental Services, or his designee, to execute, on behalf of the County Board, the deed of vacation and all other documents or deeds necessary to effectuate the ordinance of vacation (attached to the staff report) enacted by the County Board at its January 26, 2019 meeting, subject to approval as to form by the County Attorney.
19. Adoption of a non-codified ordinance designating one tree on private property (located at 905 S. Randolph St.) as a "Specimen Tree" in accordance with Article III of Chapter 67 of the Arlington Code, Regulation of Heritage Trees, Memorial Trees, Specimen Trees, and Street Trees on Public or Private Property (hereinafter "Tree Preservation Ordinance") so that it is subject to protection from removal or injury.
C.M. Recommendation: Adopt the ordinance (attached to the staff report) to designate one tree on private property as a “Specimen Tree” in accordance with Arlington County’s Tree Preservation Ordinance so that it is subject to protection from removal or injury.
20. Memorandum of Agreement ("MOA") between Arlington County Government acting through the Department of Parks and Recreation ("DPR") and Queens South Nine Limited Partnership ("South Nine") and Queens North Four Limited Partnership ("North Four" and together with South Nine, "APAH").
C.M. Recommendation: Authorize the County Manager or his designee to sign an MOA with APAH for the design, construction, operation and maintenance of a public playground as part of the APAH residential development at 1801 N. Quinn St.
21. Award of Contract No. 19-121-ITB to Sagres Construction Corporation for the North Taylor Street Water Main Replacement Project from 15th Street North to Lee Highway.
C.M. Recommendation: Approve the award of Contract No. 19-121-ITB to Sagres Construction Corporation for the construction of the North Taylor Street Water Main Replacement Project in the amount of $1,337,315.00 and an allocation of $267,463.00 as a contingency for change orders or increased quantities for a total contract authorization of $1,604,778.00. In addition, authorize the Purchasing Agent to execute the contract documents subject to legal review by the County Attorney.
22. Award of Contract No. No. 18-165 RFP to LeMay Erickson Wilcox Architects, for the planning and design, and construction administration services for a replacement facility at Fire Station 8, located at 4845 Lee Highway, to be constructed using the Construction Manager at Risk (CMAR) process
C.M. Recommendation: Approve the award of Contract 18-165 -RFP between the Arlington County Board and LeMay Erickson Wilcox Architects to provide planning, design, and construction administration services for a new Fire Station 8, located at 4885 Lee Highway in the amount of $999,945.00 plus a contingency of $99,995.00, for a total contract authorization of $1,099,940.00. In addition, authorize the Purchasing Agent to execute the Contract, subject to legal review by the County Attorney.
23. Award of Contract for the provision of Audio-Visual design, installation, and maintenance services for the Long Bridge Park Aquatic and Fitness Center located at 333 Long Bridge Drive, Arlington VA, 222020. Request for Proposal No.18-115-RFP.
C.M. Recommendation: Approve the award of Contract No. 18-115-RFP between the Arlington County Board and TSC Management, LLC dba Productive AV to provide Audio-Visual design, installation, and maintenance services for the Long Bridge Park Aquatics and Fitness Center in the amount of $409,735.20 plus 10 percent contingency allowance of $40,973.52. In addition, authorize the Purchasing Agent to execute the Contract Documents, subject to legal review and approval as to form of such documents by the County Attorney.
24. Acceptance and appropriation of an Urban Area Security Initiative Grant.
C.M. Recommendation: Authorize the County Manager or his designee to accept and execute a grant agreement to accept $117,000 in federal Urban Area Security Initiative funds in a form approved by the County Attorney. In addition, appropriate $117,000 in federal Urban Area Security Initiative (101.374900) funds to the Department of Human Services (101.55720) to conduct emergency preparedness training and planning activities.
25. Acceptance and appropriation of a U.S. Department of Health and Human Services grant award for material development and consultations.
C.M. Recommendation: Authorize the County Manager or his designee to accept $78,376 in U.S. Department of Health and Human Services grant funds and execute related grant agreements in a form approved by the County Attorney for participation in the review of materials and focus groups related to the implementation of evidence-based practices in working with individuals with serious mental illness. In addition, appropriate $78,376 in U.S. Department of Health and Human Services grant funds (101.374200) to the Department of Human Services (101.52311) for participation in the review of materials and focus groups related to the implementation of evidence-based practices in working with individuals with serious mental illness.
26. Resolution of Endorsement for Virginia Railway Express (VRE) Fiscal Year 2020 Rail Enhancement Fund grant application to the Virginia Department of Rail and Public Transportation (DRPT) for construction of the Crystal City Station improvements.

Request to advertise a public hearing on an ordinance to amend, reenact, and recodify Chapter 46 (Arlington County Employees’ Supplemental Retirement System--II) of the Code of Arlington County, Virginia to amend Article IV, Section 46-31, relating to Membership Service Credit to allow employees to purchase of up to 4 years prior active duty military service as creditable service in the Retirement System.
C.M. Recommendation: Authorize the advertisement of a public hearing by the County Board on February 23, 2019, to consider an amendment to Chapter 46 (Retirement Ordinance) to allow employees the option to purchase up to 4 years of prior active duty military service in the Retirement System.

Request to advertise an amendment to the Master Transportation Plan (MTP) Map to add a new section of North Kansas Street extending approximately 275 feet to the north from Washington Boulevard to 12th Street North, into the block bounded by Washington Boulevard North Lincoln Street, 13th Street North and North Kirkwood Road.
